General Requirements

The SLO Engagement Participation Rubric details how teachers and other licensed professionals may earn the ProComp SGO incentive for the 2014-15 school year through the SLO process. Because this is the first year that DPS teachers are learning to use SLOs to monitor the growth of their students, both DCTA and DPS are committed to looking at participation in the SLO process, rather than outcomes, to award ProComp incentives to teachers and other licensed professionals.

 

All teachers and other licensed professionals will set two annual objectives using the SLO Application.  ProComp participants who complete all steps in the process for both (2) of their approved SLOs will receive a base building increase of 1% of the Index. ProComp participants who complete all steps in the process for one (1) of their two (2) approved SLOs will receive a 1% of the Index non-base building incentive. Those who do not complete all steps in the process for either SLO will receive no increase. ELIGIBILITY

    • All teachers and other licensed professionals are required to write two objectives and complete all steps in the SLO process for both, even if they are not in ProComp. Detailed information on the guidelines and deadlines for the process can be found on the SLO website.
    • For ProComp employees to be eligible to receive the SLO incentive, the SLOs they set must be set in the SLO Application, then reviewed and approved by their principal/supervisor. This includes Phase 1 and Phase 2 information.
    • If Phase 1 and/or Phase 2 of the SLO is not approved, the employee can modify and resubmit that Phase. No changes are permitted after the last Friday before spring break (March 27, 2015).
    • To be eligible for timely payout, Phase 1 and Phase 2 for SLOs must be finalized and submitted through the SLO Application by the last Friday before Spring Break (March 27, 2015). SLOs finalized and submitted by this time cannot be changed, updated, or altered.
    • When SLO results are compiled, the employee and their principal/supervisor must review the results. Final SLO results must be approved, and participation ratings must be entered, by the employee's principal/supervisor into the SLO Application to be eligible for the SLO incentive payout. The participation ratings will be based on the SLO Engagement Participation Rubric.
    • The employee's principal/supervisor is responsible for approving the SLO results and entering a participation rating for each SLO using the SLO Application. All outstanding submissions must be complete by August 31st for payout at the beginning of the next contract year.
    • If the principal/supervisor reviewed the SLO documentation and determined that there was not enough information to either approve the SLO results or enter a participation rating, the principal/supervisor can request the teacher to go back and provide more thorough documentation. All documentation must be submitted by Nov 30th of the following contract year. For SLOs with no participation rating entered as of November 30th of the following contract, it will be assumed that that employee did not fully complete all steps in the process for that SLO.
    • Employee must be actively enrolled in ProComp and must have a status of active with benefits (AB), Active Retiree Exempt (AH), Active with J1 Visa-no PERA (AV), active retired (AR), leave with pay (LP), leave summer pay/benefits (LR), or FMLA leave (LF) or Leave with full pay J1 Visa-No PERA (LV) at the time of setting SLOs to be eligible to receive the incentive.

     

    PAYMENT ELIGIBITY 

     

    • At the time of payout, the employee must be actively enrolled in ProComp or have just retired or transferred within the district and must have a status of active with benefits (AB), Active Retiree Exempt (AH), Active with J1 Visa-no PERA (AV), active retired (AR), leave with pay (LP), leave summer pay/benefits (LR), or leave (LF) or Leave with full pay J1 Visa-No PERA (LV) to be eligible for this incentive.
    • If the employee left the DCTA Bargaining Unit or went on unpaid leave after earning an SLO incentive and returns as an active member of ProComp in a qualified status before September 30th of the year following the payment year, they are eligible to receive this incentive.

     Payment Dates

        

  •          If participation ratings are entered for both (2) SLOs into the SLO Application by August 31, payout will be made on September 30 (the first payroll of the next contract year). Employees with a “Pending” status for either of their SLOs after August 31 will not receive payout at this time. 
  •          For an SLO with a “Pending” status as of November 30 of the next contract year, it will be assumed that the employee did not fully complete all steps in the process for that SLO.

If a participation rating is entered between September 1 and November 30 of the next contract year, any necessary payouts will be made on December 31. ProComp members who completed all steps in the process for (1) one of their (2) SLOs will receive a one-time bonus on December 31. ProComp members who completed all steps in the process for both (2) of their SLOs will receive a salary increase equal to 1% of the base index on the December 31 paycheck, retroactive to September 

 Payment Amount

 

  • Employees who collaborated to complete all steps in the process for one (1) of their two (2) SLOs, as indicated by the participation ratings entered by their supervisor/employer in the Application, and continue in ProComp the following contract year will receive a bonus of 1% of the index. 
  • Employees who collaborated to complete all steps in the process for one or both of their SLOs, as indicated by the participation ratings entered by their supervisor/employer in the Application, but retired from DPS or who have left the bargaining unit but remain employed by DPS, will receive a bonus of 1% of the index.
  • Employees who leave the District voluntarily or who are terminated for cause, do not receive payment for SLOs.
  • The amount of the payment for both bonus and salary building SLOs is prorated based on the FTE at the time of payment.
